Notice is hereby given that WEAVER UNION SCHOOL DISTRICT, (hereinafter referred to as “Owner”) will receive sealed lump sum bids prior to the date and time stated for the Bid Opening for construction of: SITE WORK FOR PORTABLES AT TWO (2) ELEMENTARY SCHOOL, WEAVER UNION SCHOOL DISTRICT as per printed drawings and specifications, which may be outlined by the Architect: DARDEN ARCHITECTS, INC. 6790 N. West Avenue Fresno, California 93711 (559) 448-8051 Upon deposit of Four Hundred Dollars ($400.00), refundable when printed drawings and specifications are returned in good condition as indicated in the “Instructions to Bidders.” Along with the deposit check provide the following information: 1. Organization / Contact Person 2. Mailing Address or P.O. Box Number 3. Phone Number 4. Facsimile Number No deposit is required for electronic copies of drawings and specifications, but the necessary contact information above is still required for electronic copies. Time of completion for this project is to be within One Hundred Twenty (120) calendar days from the date established in the Owner’s Notice to the Contractor to Proceed. A “Mandatory” Pre-Bid Bidder’s Conference and walk-through will be held on December 21 and December 28, 2021, at 10:00 a.m., and Pioneer Elementary School, located at 2950 E. Gerard Avenue, Merced, California 95341 and Farmdale Elementary School, located at 100 Winder Avenue, Merced, California 95341 for the purpose of acquainting all prospective bidders (and mandatory for any Abatement Subcontractors/Bidders) with the bid documents and work sites. Once the Pre-Bid Bidder’s Conference is finished, the Pre-Bid walk-through will occur. The walk-through will commence at Pioneer Elementary School and once completed, will move to Farmdale Elementary School to close out the walk-through process. Failure to attend the conference and walk-through will disqualify the bid from non-attending bidders. The DVBE Declaration of Good Faith Efforts to Use Disabled Veteran Business Enterprises must be signed and filed in the Business Office of the Owner before 3:00 p.m. on January 6, 2022, at which time the bids (including the Declaration of Good Faith Efforts to Use Disabled Veteran Business Enterprises) will be opened to the public. Bids will be opened to the public at the Business Office of the Owner: WEAVER UNION SCHOOL DISTRICT DISTRICT OFFICE 1240 “D” STREET MERCED, CALIFORNIA 95341 Bids must be accompanied by a bidder’s bond, cashier’s check, or certified check for at least ten percent (10%) of the amount of the base bid and made payable to the Owner, issued by an Admitted Surety (an insurance organization authorized by the Insurance Commissioner to transact business of insurance in the State of California during this calendar year), which shall be given as a guarantee that the bidder will enter into a contract if awarded the work and will be declared forfeited, paid to, or retained by the Owner as liquidated damages if the bidder refuses or neglects to enter into the contract provided by the Owner after being requested to do so. The successful bidder will be required to furnish a Payment (Labor and Material) Bond in the amount of one hundred percent (100%) of the contract price, and a Faithful Performance Bond in the amount of one hundred percent (100%) of the contract price, said bonds to be secured from an Admitted Surety (an insurance organization authorized by the Insurance Commissioner to transact business of insurance in the State of California during this calendar year), and satisfactory to the Owner. The bidder will be required to give satisfactory proof to the Owner of the maintenance of Public Liability and Property Damage Insurance in an amount with a combined single limit of not less than $1,200,000.00 per occurrence. The successful bidder will be allowed to substitute securities or establish an escrow in lieu of retainage, pursuant to Public Contract Code Section 22300, and as described in the Agreement Form. The Owner will not consider or accept any bids from contractors who are not licensed to do business in the State of California, in accordance with the California Public Contract Code, providing for the licensing of contractors. In accordance with Section 3300 of said Code, the Contract shall have a Class B license. The Director of the Department of Industrial Relations of the State of California, in the manner provided by law, has ascertained the general prevailing rate of per diem wages and rate for legal holidays and overtime work as set forth in Article IX of the Agreement. The Contractor must pay for any labor therein described or classified in an amount not less than the rate specified. Copies of the required rates are on file at the Owner’s Business Office, and are available to any interested party on request. Contractors are required to register with the DIR after July 1, 2014, and pay a fee with the DIR to qualify to work on public works projects per SB 854. All contractors on public works projects over $1,000.00 are required to submit Electronic Certified Payroll Records. The Owner reserves the right to waive any irregularity and to reject any or all bids. Unless otherwise required by law, no bidder may withdraw its bid for a period of sixty (60) days after the date set for the opening thereof.
